FIFA president Sepp Blatter is going to force the issue and force a vote in May on curbing foreign players in the game.
That effectively would mean leagues would have to set quotas on home-grown and foreign players. Blatter's plan is for six home-grown players for each club.
That would impact English clubs such as Arsenal, Chelsea and Liverpool, which have a heavy reliance on talent brought from across the world.
Whether Blatter's plan would cut it with the European lawmakers is a different matter. Many said they would not support quotas.
But Fifa's 208 member associations may have the first say in May. A 6+5 plan will be put forth, and a majority vote would start the rule rolling.
