FIFA to look into transfer irregularities at Slovakian FA

FIFA could come down on the Slovakian FA following the transfer of Milan Palenik to Scottish Dundee, which might have had to bribe its way in to get the player's registration.

Dundee and Palenik's representatives were asked to pay sums ranging from GBP 100 to GBP 3,000 in order that the player's International Transfer Certificate (ITC) would be faxed as a matter of urgency by the Slovakian FA.

Dundee refused to pay, so were forced to wait nearly four weeks for the necessary paperwork which should have been compleated in a week, but could have been completed within a matter of hours.

The ITC is an administrative procedure document which allows players registered with one Association to be registered with a new Association once the latter has received the ITC from the former Association.

According to FIFA Regulations dealing with transfers, The ITC shall be issued free of charge, and within seven days from its request. A copy of the ITC should also be deposit with FIFA.

"We were trying for the best part of four weeks to get Milan's clearance and it is unusual for the process to take anything like that long," Dundee chief executive Dave MacKinnon told the Evening Telegrapgh. "We raised the matter with the SFA, who helped all they could, and clearance finally came through late yesterday (Wednesday). We have expressed our concerns to them and have highlighted irregularities in our dealings with the Slovakian FA."
