The league’s member clubs agreed 12 months ago to reforms introducing salary caps, the registration of agents’ fees, sanctions for clubs entering administration and a Fit and Proper Persons’ Test for anyone running a club. “We have taken an argument out to the 72 clubs and persuaded them that it's to their advantage to sign up to the measures”, said Football League chairman Sir Brian Mawhinney, “they have been courageous in making decisions which 12 months ago many people would not have thought possible”. League One club Torquay United chairman Mike Bateson has persuaded the Football League to make a significant change in the way salary-capping regulations are imposed. Bateson has argued that “prudent" clubs that are in the black at the bank should be able to include those cash reserves in salary-cap calculations. Bateson’s suggestion has been accepted and incorporated into this season’s rules on wage-capping.
