English Everton has put its proposal for a new stadium in Kirkby to the local authority.
The stadium, which is part of a joint venture with Tesco, will seat 50,000 and cost GBP 400 million. More than 50 retail outlets have been proposed in the complex.
The application has been received by Knowsley Council. It details improvements to the area, with GBP 10 million allotted to road improvement and expansion of the area infrastructure.
While some residents oppose the plan, proponents of it cite a chance to rejuvenate the area with businesses, and help existing businesses such as hotels and restaurants.
Kirkby Residents Action Group oppose the plans on the basis that environmental green space would be lost, and that match-day traffic would congest the area.
