English Portsmouth believes its new stadium will be completed by 2011, even though the club already appears to be behind.
The club anticipated working on the 36,000-seat stadium next summer, but a delay in making the planning application could provide a setback.
"We completely refute any story that plans for the new club's stadium are in danger," read a club statement. "The club would like to reassure fans that we are still on track for an August 2011 opening. We remain totally committed to an extremely exciting project that will benefit both the club and help regenerate the city as a whole.
"Our planning application will be submitted at a time when we are ready. The timing of this will have no impact on delaying plans for the new stadium."
