Blatter to introduce '6 plus 5' quota plan

FIFA president Sepp Blatter is standing by his desire to have a quota system in place.

Blatter reiterated his call for at least six homegrown players in a club's lineup, despite European Union law that denies quotas against fellow EU members.

Blatter told a news conference in South Africa that he would introduce his "6 plus 5" plan at the next FIFA congress. The EU would need to write off on the idea as an "exceptional ruling".

The FIFA leader said that "European law cannot rule the world as far as football is concerned."
