Talks could begin within two weeks over whether the Scottish Premier League will form an SPL2.
SPL executive chairman Lex Gold said discussions could be held, following approval from the 12 member clubs.
The SPL has been examining reforms related to the league, talking with both the Scottish Football Association and Scottish Football League. Gold denied TV broadcaster Setanta was a force behind the talks.
"This is an approach which we think is in the best interests of the top level of the game in Scotland.," Gold said. "But it would have considerable consequences in divisions two and three. We need to be sensitive to that. The First Division clubs would like it next season but we're moving on now and it's going to be some weeks before we get further forward."
