With Roman Abramovich covering a portion of the bill, USD 8 million could be spent to put on a tournament - the First Channel Cup - featuring Russian, Ukrainian and Israeli clubs.
The tournament is scheduled for 24 January, with the final set for eight days later.
Spartak Moscow, Dinamo Kiev and Maccabi Haifa will play in one group, CSKA Moscow, Shakhtar Donetsk and Hapoel Tel Aviv will be in the other.
"The total cost of the tournament is some USD 8 million, which includes prize money, accommodations for the teams and taxes," said Sergey Kapkov, the head of board of directors of National Academy of Football.
Russian clubs traditionally prepare for the March domestic season in Israel, Turkey, Cyprus and countries in Western Europe. Champions CSKA and Spartak are still involved in European competition, playing in the UEFA Cup after being eliminated from the UEFA Champions League.
