It looks like the national associations are going to bat down Michel Platini's hopes for national cup winners to make the Champions League.
Instead, with many of the larger associations not receptive to the changes, there might be a counter-proposal wherein the leagues can decide whether to send national cup champions or lowest league qualifiers.
Platini is said to be insistent that the lower-rung of European leagues have at least six spots set aside for their clubs.
"The principle of more champions from mid-sized countries is the core of the project and there will not be a compromise on that," said William Gaillard, UEFA's communications director. "The proposals for the domestic cups are very much the icing on the cake. The president is very pragmatic about that. The large associations would prefer for the proposal to be delayed by two or three years due to commercial contracts that would have to be altered."
