UEFA representatives met with members of the Austrian and Swiss football associations as part of a two-day security conference.
Austria's interior minister Liese Prokop said EURO 2008 should be "a festival without rioting" as she opened the event. Discussions focused on staging a trouble-free final round, which will be held in Austria and Switzerland between 7 and 29 June 2008.
About 1.6 million visitors are anticipated to make the trek to Austria alone, due to the competition.
"The whole nation will become a stadium," said Günther Marek, head of the interior ministry's football information office.
One key is to prevent troublemakers from even leaving their home countries. Officials with expertise in the respective nations sending teams likely will be sent to aid authorities in the host countries.
Uniformed police from those nations should be sent to patrol with local officers.
Two further conferences have been set for 13-14 December 2007 in Switzerland and May 2008 in Austria.
