Leeds United's plans for a massive overhaul of Elland Road must come with the conditions met by certain council proposals.
Club chairman Ken Bates announced plans for a concert hall, casino, two hotels, a club store, shopping arcade, health club and Leeds museum. Ambitious for a club that was saved from different ownership by the strangest of moves and slimmest of margins.
A statement from council leader Andrew Carter warned the club must get approval, and this was by no means a done deal.
"Our priority is to get the best deal for the council-tax payers of Leeds," Carter said. "We expect that whatever development which may or may not take place at Elland Road — and they must first of all go through the planning process — would be folly if it did not compliment the council's plans.
