Several English Premier League chairmen and managers approached FIFA about the January transfer window because they are not satisfied with it.

FIFA, UEFA, the European Commission, and player's unions would all have to reach an agreement regarding any changes related to transfers. FIFA stated that the Premier League "cannot impose unilateral changes to the transfer window."

John Williams, chairman of Blackburn Rovers FC, is in favor of having only a summer transfer window open. He does not want a permanently open window, but isn't fond of the January window.

Niall Quinn, chairman of Sunderland AFC, stated that January is 'the most demanding month.' Quinn is firmly against the January transfer window.

Manchester United manager Sir Alex Ferguson has not issues with the January transfer window. The Arsenal manager, Wenger doesn't like that it takes the attention away from the players who have been working hard on the team are staying.
