A list of 18 regulations are being put in place by the FA to tighten against agents' activities.
From the end of the current transfer window, all overseas agents involved in a transaction in England must be registered with the FA. This is a way around Israeli-registered agent Pini Zahavi, who did not take part in the recent Stevens Report into bung allegations.
There are nepotism provisions, barring an agent from dealing with a club where a family member is employed. The practice of agents representing a club and player in the same deal will be outlawed. Additionally, agents will not be permitted to act for a club if they have represented the player in any capacity during the previous two transfer windows.
Lawyers or family members acting as representatives must also register with the FA. The ability of close family members to act for players will also be narrowed to "very limited circumstances".
"It's clear from recent developments that football needs clear rules governing agents' activities and a strong regulatory authority enforcing them," said sports minister Gerry Sutcliffe.
