Blatter pushes for quotas despite waning support

Sepp Blatter still will not back off his goal of rallying people to the cause of home-grown talent quotas.

The FIFA president is pressing on despite objections by the European Union and UEFA. Blatter wants clubs to limit non-nationals to five starters.

The EU claims that violates labour laws and free movement of workers, but Blatter wants a sports exemption. UEFA president Michel Platini has come out against the idea, supporting locally trained players taking the pitch for a club, and Platini refused to travel to Brussels with Blatter for support on the plan.

Failing their support, Blatter would like to see clubs come to a gentleman's agreement.

FIFA needs 75 percent approval from 208 member nations to push the proposal. The next time for action could be the annual May congress.
