FIFA president Sepp Blatter will keep trying to push across is quotas on foreign players.
Blatter has been touting the 6-plus-5 system, in which each club must field at least six players who are from that club's home nation.
European Commission members have indicated the move will not get their support. They say it violates labour laws.
But FIFA's executive committee will back Blatter. The president said he wanted to make sure that any system does not clash with existing laws. He is pushing for a sport exception.
Blatter said he would raise the issue again at a meeting with EU representatives in April.
"The executive committee has unanimously stated that 6 plus 5 is indeed a positive solution but, of course, we do not want to clash directly with existing laws," Blatter told in a news conference at FIFA's Zurich headquarters.
